The process of strategic planning allows individuals representing all walks of life from our community to challenge themselves to create strategies, a road map, to guide future development. This planning process addressed twelve strategic topics with community members leading a team to develop their part of the plan. Additional input came through a community questionnaire and small group meetings. The entire process was facilitated by leaders from the Michiana Council of Government.
As a community, we have been known as “makers,” ones who thrive on the entrepreneurial spirit to cultivate ideas and then turn those ideas into reality. This sprit is exhibited through a wide diversity of; Amish businesses, Town Center merchants, and multi-national manufacturers. As a community, we have a strong sense of belonging, pride, family values, and a commitment to excellence in education. The planning process is meant to build upon these strengths.
This plan will continue to encourage and support the “makers” spirit and the passing on of the traditional values that have made Middlebury the successful community it is today. It will help guide the strategic investments to continue in the spirit of being “Grown from Tradition.”
The Comprehensive Plan is organized in four main sections.
Introduction gives an overview of the the planning process and the Vision and Values that guide the plan.
Cultivating Middlebury is a profile of Middlebury today and is organized by different focus areas to provide a complete picture of the community.
Building Middlebury outlines the goals and strategies to create the vision of the community, including a map showing where improvements can be made.
Measuring our Success creates an implementation plan identifying the priority actions and strategies for the Town.
Virtual Open House
June 23 from 4:30 to 6:00 pm
The Comprehensive Plan Steering Committee, due to the concerns with COVID-19, has decided to host a virtual open house to give residents and opportunity to learn more about the Comprehensive Plan and provide feedback. The Virtual Open House will be on June 23 from 4:30 to 6:00 pm. It will begin with a brief overview of the process and some highlights of the plan. Then participants will be able to join various stations, or breakout rooms, to discuss the strategies of the various focus areas of the plan. You will have a small-group discussion with the Steering Committee members and Focus Group chairs who represented that focus area. Participants will have the ability to move between the different stations to learn about the other focus areas of the Plan.
The Virtual Open House will be hosted on the Zoom platform. Use the information below to join the Open House using your computer, tablet, or phone. If you do not have access to one of these devices, you may call-in to the Open House by dialing the number below. When prompted, key-in the Meeting ID followed by the “#” sign.

In an effort to improve the accessibility of the Comprehensive Plan and the Open House, the Middlebury Chamber of Commerce will be offering technical assistance for those who need help to connect to the Virtual Open House. You may visit their office (201 S Main St, Middlebury, IN 46540) between 4:30 and 6:00 pm on June 23. Please remember the updated health guidance issued by the Elkhart County Health Department. Please come wearing a face mask and social distancing will be encouraged.
